3.28 to 2.28
I just purchased a J3 from a Korean interwebs site. It came with 3.28 - is there any way to change it to 2.28? Would that get rid of the pointless Vokhan app that is installed?

Something in plus? You mean DMB + the Dictionary + some Korean apps, which he can't use because he doesn't live in Korea and doesn't speak Korean, right?

Install 2.28 (better yet 2.29) just like any othe by following the normal firmware instructions. Should work no problem.

A Korean version with 3.28 has both Dmb AND Dab. DMB is operational in Norway but has just been shelved in France. Dab broadcasts can be heard in the UK, Belgium, Germany, Switzerland etc. I have tested the J3 using Dab in all of these countries and reception is strong with quality depending on the bitrate available. 6Music on the go is one of the delights of visiting the UK. Dab+ is also present in certain countries but I have not tried this. Does anyone know if the J3 is DAB+ compatible?

So using the J3 you can receive DAB broadcasts.... My one only has the standard radio which crackels like mad due to poor reception. How do I get DAB? I'm guessing it's only available on the Korean device?

thats right, and it wont help to switch to 3.xx because its hardware related.
