Default Defective Circuit Board

I have a D2 (16mb) that has been slightly used over the past year. It would not power up so I tried many of the "fixes" I found on this site. I finally gave up and sent the unit in for repair. I received a request from Paypal for $67 to replace the circuit board! The unit has seen little use and just over a year old. Is this common to the D2? I have no return email to complain to since I only got a email from PayPal. Does anyone have a contact in Cowon or any ideas of where to complain to? I feel a unit that is fairly new should not have failed in such a major way.
